What the +0.25 % increase Actually Means for Your Real Estate Project in Luxembourg
Meeting in Berlin on Thursday, the European Central Bank raised its three key interest rates by 25 basis points. But in Luxembourg, the impact on mortgages is far from automatic. Here is what the figures from the Central Bank of Luxembourg really say.
The Governing Council, meeting exceptionally in Berlin, raised its three key interest rates by 25 basis points. This is the second increase of the year, after the one in June and a break in July.
The stated reason: the conflict in the Middle East continues to generate tensions on inflation, which is expected to remain well above the target for an extended period.
A return to the 2 % target is therefore postponed to 2028. Growth is expected to be 0.9 % in 2026 and 1.4 % in 2027. The ECB states that it is not committing to any interest rate path and will make decisions on a meeting-by-meeting basis.
This is where you need to be precise: Luxembourg tax scales do not automatically follow key interest rates, and even less the French market figures that often circulate in the press. The only reliable data for the Grand Duchy is that of the Central Bank of Luxembourg.
Revealing detail: the volume of new variable-rate loans has bond of 212 to 295 million € between May and June. Over one year, the variable rate even down 9 basis points.
In other words: at the time of the first ECB rate hike in June, Luxembourg banks did not pass it on abruptly. Long fixed rates even dropped slightly.
The ECB's key interest rates drive financing at short term banks. A 20-year loan is refinanced on the long bond markets, whose dynamics are different.
The Luxembourg market has a limited number of highly competitive players in residential credit. The banks often absorb part of the increase so as not to lose market share.
Unlike France, there is no no regulatory ceiling. The fee scales are flexible and are negotiated on a case-by-case basis.
Acquisition costs: registration duty of 7 %, payable from equity, before application of the Bëllegen Akt tax credit.
Good news: the rate hike comes at a time when the government package of July 16 is beginning to take effect. It partially offsets the rising cost of credit.
💰 Registration duty reduced to €45,000 per person (€90,000 for a couple), exemption ceiling raised to €640,000, with retroactive application.
🏗️ Exemption from registration duties on the construction portion for off-plan properties that are 80% complete (% maximum), valid for 3 years.
👥 Enhanced aid for first-time buyers aged 35 or under.
A frugal buyer €45,000 in acquisition costs more than offsets a 0.25 % increase in its interest rate.
⚠️ Please note: these measures have been announced but are not not yet voted at the Chamber of Deputies.
If your file is ready, move forward. Luxembourg fixed rates remain contained (3.72 % to 3.80 % (depending on the term) and the enhanced Bëllegen Akt mechanically improves your budget. Opt for a fixed rate if you’re looking for security—since a return to 2 % inflation has been pushed back to 2028, the period of high rates could last.
Buyers' borrowing capacity is shrinking. Expect a tighter negotiations, especially for high-end properties in their segment. A well-calibrated price from the moment of listing remains the best lever.
